Most Finns Wouldn't Fine Cyclists without Helmets

The study, which was commissioned by a consortium of newspapers in southern Finland, indicate that more than two-thirds of Finns say they don't support such fines, while one quarter think they should be levied. An even one thousand people were interviewed for the survey.
